Three different levels
The country is the United Arab Emirates. Dubai is one of its member emirates, and Dubai city is the emirate’s principal city. These names can appear together in an address without describing three separate countries. The other emirates are Abu Dhabi, Sharjah, Ajman, Umm Al Quwain, Ras Al Khaimah and Fujairah.
Why this matters for a business or move
A practical plan should identify the business’s licensing authority, its operating address and the household’s residence separately. A company registered in another emirate and a home in Dubai are distinct parts of that plan. Ask what each document establishes before comparing locations or commissioning an incorporation.
